ABSTRACT:ThispaperanalyzedthepopulationandresidentialareaofsmallandmediumsizedcitiesinNorthChinaandthusestimatedtheheatingthermalloads.Takingacitythathas0.25millionpeopleandimplementedheatingsystemtransformationasatypicalexamplewasproposed,anoptimizedconstructionscheme,i.e.buildinga25MWback-pressureturbineoperatedwithbase-load,taking25%oftheexistingheatsupplyforback-upandpeakloadregulation,anddismantling75%ofsmallboilers.Inaddition,theschemewasevaluatedintermsofenergyefficiency,andenvironmentalandeconomicbenefits.Finally,itcametotheconclusionthattheapplicationofback-pressureturbinesinheatingsystemsofpowerplantsinsmallandmediumnortherncitiescanachievearemarkablesuccessinheatingenergy-savingandemissionreduction,butcannotbethatsuccessfulineconomicalefficiency,therefore,thereisroomforimprovementinreducingtheconstructioncostandgivingpolicysupport.KEYWORDS:back-pressureturbine;heat-supplypowerplant;smallandmediumcities;heatingload;heatingsystemtransformation;combinedheatandpower摘要：通过对北方中小城市
