长春市供水中存在的问题及对策

第30卷第2期Vol.30No.2水资源保护WATERRESOURCESPROTECTION2014年3月Mar.2014DOI:10.3969/j.issn.1004-6933.2014.02.018作者简介:管延海(1971—),男,高级工程师,从事水文水资源监测、水资源分析评价工作。E-mail:gyhccsw@163.com长春市供水中存在的问题及对策管延海(吉林省水文水资源局长春分局,吉林长春130022)摘要:分析了长春市供水中存在的问题,结果表明,长春市存在工程性缺水、供水缺乏合理规划与统一调配、城市供水系统的脆弱性不断凸显的问题。提出解决长春市供水问题的对策:设定供水调度原则;明晰不同年份水资源优化配置思路;制定不同情况下的水资源优化调度方案;编制水资源应急调度预案,即现状工程条件下的应急预案和建设新工程的应急供水对策,认为要建设“引松入长”与净水厂对接工程、应急备用水源地水井与管网配套工程、“三水厂引石”工程、“一水厂引新”工程。关键词:供水安全;水源调度;水资源配置;应急调度;供水工程;长春市中图分类号:TV213.4文献标志码:A文章编号:1004-6933(2014)02-0082-04ExistingproblemsinwatersupplyinChangchunCityandcountermeasuresGUANYanhai(ChangchunSub-Bureau,JilinProvinceHydrologyandWaterResourcesBureau,Changchun130022,China)Abstract:ExistingproblemsinwatersupplyinChangchunCityareanalyzedinthispaper.Theresultsshowthatthecityhasashortageofwaterresourcescausedbyengineeringconstruction,lacksreasonableplanningandunifiedwatersupplyallocation,andhasaweakwatersupplysystem.Countermeasuresareputforwardtosolvetheseproblems.Theyincludedevisingprinciplesofwatersupplyscheduling,recognizingtheideasofwaterresourcesoptimalallocationindifferentyears,establishingdifferentscenariosofwaterresourcesoptimalschedulingschemes,andcompilingwaterresourcesemergencyoperationschemes,includingtheemergencyschemeforthecurrentengineeringsituationandemergencywatersupplycountermeasuresduringtheconstructionofnewprojects.ItisnecessarytoconstructthejointprojectofthewaterdiversionfromtheSonghuaRivertoChangchunCityandthewatertreatmentplants,theemergencywatersourcewellsandpipenetworksupportingprojects,thewaterdiversionfromtheShitoukoumenReservoirbytheThirdWaterTreatmentPlant,andthewaterdiversionfromtheXinlichengReservoirbytheFirstWaterTreatmentPlant.Keywords:watersupplysecurity;watersourcescheduling;waterresourcesallocation;emergencyoperation;watersupplyengineering;ChangchunCity长春市是一个水资源比较贫乏的城市[1],水资源一直是困扰该市社会经济发展的主要问题。城市供水水源是否科学合理、是否存在水源危机、能否保证供水安全,是民生十分关注的问题[2-3]。笔者研究长春市城区供水水源优化配置与调度方案,从保证长春市正常供水及应对城市供水水源遭受突发性污染和遭遇特枯水期两种情形,提出解决城区供水与蓄水矛盾的办法和水源应急配置预案,旨在为解决长春市供水问题提供借鉴
