第43卷第2期2015年3月河海大学学报(自然科学版)JournalofHohaiUniversity(NaturalSciences)Vo1.43No.2Mar.2015DOI:10.3876/j.issn.1000—1980.2015.02.004泰州市第三自来水厂饮用水水源地水环境风险评价罗慧萍,逢勇,罗缙,谢蓉蓉,王欢(1.河海大学环境学院,江苏南京210098;2.河海大学浅水湖泊综合治理与资源开发教育部重点实验室,江苏南京210098)摘要:为了加强风险源管理,保障饮用水水源地取水安全,以泰州市第三自来水厂饮用水水源地为研究对象,构建了包括风险源主体危险度、风险源控制机制、风险事故危害程度在内的风险源(直接排污企业、污水处理厂、码头)风险识别体系,在此基础上,结合水源地环境监管能力、水源地环境应急能力完善饮用水水源地综合风险评价体系。根据调查分析、专家小组法得到风险评价体系各指标分级标准、权重,以及风险源、水源地风险等级划分标准。依据评价体系,得到评价结果:(a)泰州市第三自来水厂周边有8个中风险源,无高风险源;(b)泰州市第三自来水厂水源地风险等级为低风险。关键词:水环境风险评价;饮用水水源地;风险源;泰州市第三自来水厂中图分类号:X824文献标志码:A文章编号:1000—1980(2015)02—0ll4—07WaterenvironmentalriskassessmentofdrinkingwatersourceareaofTaizhouThirdWaterworksLUOHuiping,PANGYong一,LUOJin一,XIERongrong,WANGHuan(1.CollegeofEnvironment,HohaiUniversity,Nanjing210098,China;2.KeyLaboratoryofIntegratedRegulationandResourcesDevelopmentonShallowLakes,MinistryofEducation,HohaiUniversity,Nanjing210098,China)Abstract:Inordertostrengthenthemanagementofrisksourcesandguaranteethesecurityofdrinkingwatersourceareas,thedrinkingwatersourceareaoftheTaizhouThirdWaterworkswasusedasacasestudy.Ariskidentificationsystemforrisksources(suchasplantsdischargingwastewaterwithouttreatment,sewagetreatmentplants,andwharfs)wasdevelopedconsideringfactorsincludingthehazarddegreeofrisksourcesthemselves,thecontrolmechanismsofrisksources,andthehazardscausedbyriskaccidents.Furthermore,thewaterenvironmentalintegratedriskassessmentsystemfordrinkingwatersourceareaswasimprovedbyenhancingtheenvironmentalregulationabilityandemergencyresponsecapability.Gradingstandardsandweightsofindices,aswellasriskgradedividingstandardsofrisksourcesanddrinkingwatersourceareas,wereobtainedfromsurveysandexpertpanelacts.Onthebasisofevaluationsystems,theevaluationresultswereobtained:(a)thereareeightmiddle-risksourcesandnohigh—risksourcearoundtheTaizhouThirdWaterworks,and(b)theriskleveLofthewatersourceareaoftheTaizhol】ThirdWaterworksislow.Keywords:waterenvironmentalriskassessment;drinkingwatersourcearea;risksource;TaizhouThirdWaterworks近年来,随着我国水陆经济
